Bubbly eyes can have many causes, but one of the main causes in backyard birds is sinusitus, is she alone, or in a coope with others? you didn't say, but for now a broad spectrum antibiotic like tylon or coloid silver, given as directed on package may help. There are things you may do to help too, what is her bedding like? is it hay, straw, or wood shavings? Wood shavings and hey are very dusty and do have a tendency to affect sinuses. Well choped straw is a better solution on top of newspaper to help absorb moisture, this makes it easy to clean out regularly. Is there a strong smell of amonia, if so this can cause respitory problems.
Feed her some chopped tomatoes sprinkled with fine garlic, this will help prevent dehydration and stave off any secondary infection. If there is no change in couple of days try to see a poultry friendly vet.
Good luck, let me know how you get on.
